Partial tangs are fine - tons of swords have them. Katana for example use a 3/4ths length tang. "Rat tails" - i.e rod tangs, are too thin for anything but smallsword blades, generally speaking, and can bend or break from lateral stress.

Although the Ka-Bar uses a rat tail tang instead of a full tang that I prefer on other fixed blades. The steel they use is quite strong being 1095 though.
